A. Provide services, materials equipment and personnel to assist in the recovery of the All Optical Deployable System (AODS) hardware off the coast of San Diego, CA on 6 September 1996. The AODS site is about 6 nautical miles directly west of the end of Point Loma.
B. The AODS hardware to be installed on board the ship and used as shown in Table 1. The total weight of the hardware to be brought on board is approximately 19,000 pounds. The general deck layout of the AODS equipment is shown in Figure 1.
C. There are three specific tasks.
Mobilization Task: On 5 September, 1996, the AODS equipment will be loaded and secured to the ship's back deck. The major items are the AODS winch and the overboard fairlead. The AODS equipment will be loaded on board the ship and properly secured for the at-sea trip. This operation should take no more than half a day.
At-Sea Recovery Task: On 6 September, 1996, the ship will leave the Scripp's pier and transit to the AODS site to recover the array. The entire recovery operation should take about 12 hours.
Demobilization: The AODS equipment will be removed from the ship by no later than 9 September 1996. Removal of the AODS equipment from the ship will take less than 3 hours.
D. The required contractor's ship and personnel for these tasks are as follows:
i. The ship required for this task is the Scripp's R/V Robert Gordon Sproul with an
appropriate number of personnel to operate the ship at-sea.
ii. One resident technician to assist in the AODS loading, recovery and offloading.
iii. A grappling assembly; hooks/chain, wire and winch for 1,200 ft of steel wire.
iv. A Micro-Mariner, with P-code receiver/display, navigation system.
v. Crane to load and offload AODS equipment.
E. There will be 6 government people boarding the Sproul and performing the AODS at-sea recovery with the assistance of the Resident Technician. We will provide welders as required to fasten down the AODS equipment to the Sproul back deck. Welding operations will be minimum and will not modify the ship's back deck.
